Who it's for
- First-time buyers purchasing in Chesterfield County. You don't have to live there now.
- Household income up to 80% of area median income ($90,800 for a household of four in HOME's 2025 table), and at least $40,000 a year
- No outstanding judgments or collections, and two years past any bankruptcy discharge
What you get
- Down payment and closing cost assistance based on your need. HOME says each program's maximum is set yearly by its funder and ranges from $7,500 to $20,000.
- Typically you don't pay it back if you keep living in the home through the affordability period, usually 5 years and up to 15 for larger amounts.
- HOME's homebuyer education course and one-on-one counseling
How to start
- Apply online on HOME of VA's homeownership page, or call (804) 354-0641.
- Take HOME's homebuyer education course and meet your counselor.
- Get ready to buy with your counselor, then find a home in Chesterfield.
Good to know
- It's small. The county's 2026 plan funds it at about $128,000, for five or six first-time buyers a year, so apply early and ask whether money is available.
- If the county money runs out, HOME's state-funded program also covers Chesterfield.
- It takes at least 45 days after your first counselor meeting to get the money, so start well before you shop.
